MAP (Menstrual Advancement Platform) is a transformative public-private dialogue funded by The Agence Française de Développement (AFD) to address gaps in the Menstrual Hygiene value chain of Ethiopia. Over a three-year period, CARE France/CARE Ethiopia, EiTEX, and East Africa Gate (EAGate) partner to implement MAP.

The project aims to overcome barriers in the Menstrual Hygiene (MH) ecosystem, optimize production and distribution, and engage policymakers to ensure sustainable growth and accessibility. Hence, the expected outcomes of the project are to provide girls and women in Ethiopia with sustainable access to quality, affordable and environmentally friendly menstrual health products. It further aims at tackling the bottlenecks in the ecosystem to develop the market; and structuring the value chain for MH products that are affordable and of quality.

Recognizing the significance of engaging public actors and policymakers in supporting Menstrual Hygiene producers in Ethiopia, MAP values advocacy. It aims to raise awareness about the importance of Menstrual Hygiene and advocate for supportive legal frameworks. Collaboration with relevant stakeholders, including government bodies, is promoted to establish policies and regulations that facilitate the growth, quality assurance, and sustainability of the Menstrual Hygiene industry.

STEERING COMMITTEE: is consisted of high-level representatives from the public and private sectors. It provides strategic guidance for PPD discussions, oversees the implementation of activities, and lead the platform's decision-making process.

GENERAL ASSEMBLY (FORUM): comprise a broader spectrum of representatives from the public sector, private sector, NGOs, civil society, and donors who have a vested interest in the thematic areas of the PPD.

THE PERMANENT SECRETARIAT: serves as the main coordination and communication point between the discussion Groups, the Board, and the Forum.

DISCUSSION GROUPS: MAP comprises five discussion groups each consisting of experts from public and private sectors, including government and industry professionals. They play a vital role in addressing mutual MH challenges within the Public-Private Dialogue (PPD) framework. This collaborative approach ensures comprehensive problem-solving and policy development within the PPD.

REGULATORY FRAMEWORK, CERTIFICATION & STANDARD

Addressing complex regulatory systems, the group includes government reps, local manufacturers, NGOs, certification bodies, and legal experts. Their focus is to simplify and ensure consistent standards for menstrual hygiene products.

FINANCE BARRIERS TO MMH PRODUCTION & DISTRIBUTION

This group tackles financial constraints affecting the sector, with government reps, banks, NGOs, manufacturers, and development partners. They aim to improve access to finance for production and distribution, fostering affordability and scalability.

TAX & CUSTOMS

Dealing with tax burdens, this group involves government officials, tax experts, legal advisors, manufacturers, and development partners. Their objective is to navigate tax challenges in importing and distributing menstrual hygiene products.

DISTRIBUTION

Addressing distribution challenges, the group comprises private sector partners, NGOs, government reps, logistics experts, and community leaders. They work to improve access to menstrual health products, especially in remote areas.

AWARENESS DEVELOPMENT & COMMUNICATION

Focusing on awareness and education, this group involves NGOs, healthcare professionals, media, manufacturers, and community leaders. They aim to break cultural taboos and provide accurate information on menstrual health and hygiene.

INTERDISCIPLINARY DIALOGUE: MAP, in collaboration with the Centre Français des Études Éthiopiennes (CFEE) provides a platform to connect researchers and practitioners to foster ongoing evidence-based dialogue on menstrual health in Ethiopia. This platform seeks to bridge research and action through interdisciplinary exchange, shared data, and collaborative learning.

ENHANCES PROJECT INSIGHTS: Provides additional academic perspectives on project findings, analyzing existing scholarship and trends.

OFFERS EXPERT GUIDANCE: Advises on various program areas and interventions within the MHH sector.

PROMOTES COLLABORATION: Fosters synergies with the scientific community, verifying findings and facilitating stakeholder-researcher collaborations.

TRIANGULATES RESULTS: Non-binding feedback and recommendations triangulate project findings with external insights and knowledge.

ACADEMIC ADVISORY: MAP's Academic Advisory Committee collaborates closely with the Centre Français des Etudes Ethiopiennes (CFEE) in Addis Ababa.
